Oregon has officially opened up a new solar incentive for applications. In the Solar + Storage Rebate scheme, homeowners and some service providers receive a discount on their property for solar installations.  It also offers discounts for battery storage deployment. After a number of difficult years, this discount program may help the solar industry in Oregon recover. Prior to 2017, Oregon owners were able to apply for the Residential Energy Tax Credit (RETC) when they installed their own solar systems. Residents would be given up to $6,000 a tax credit of $1.30 per watt of solar installed capacity.

That was one of Oregon's best solar incentives, with homeowners potentially covering half of their solar electricity costs in connection with the federal solar credit. Home owners failed to secure the RETC certification for their solar projects before the deadline of 1 April 2017. The number of solar projects in Oregon has exposed for a short period of time.

But that boost did not last long in Oregon's solar industry. The payback period for a solar system in the state almost doubled without the RETC, which was the major solar incentive in Oregon, and left many homeowners unable to afford their houses with solar systems. It was important to make solar affordable to Oregon to achieve its goal of being 50 percent renewable by 2040. The access to solar energy for low-income household owners was particularly important as those consumers benefit the most from the power savings program for solar panels.

Furthermore, making solar accessible to more people leads to more facilities that can help Oregon achieve its renewable energy target. In line with that in June 2019, Parliament passed the Solar+Store Rebate Programme , House Bill 2618 (HB 2618). The Oregon solar incentive scheme offers discounts to both low-and low-income homeowners as well as low-income service providers who install solar systems.

About Quality
Oregon's low-income service providers and low‐income residents have this solar incentive scheme. You have to provide programs, such as financial or health services, to poor or moderate people to qualify as a low-income service provider. All consumers may apply to the Solar + Storage Rebate Program, but the size of your refund will be decided by your salary.  The solar panel system shall be constructed by an Oregon Energy department-approved contractor in order to receive the latest ORGON solar incentive. Here you can find a list of authorized contractors. The contractor will then present a solar project application.

The low and moderate income income of Oregon-How you qualify and the amount of this income-The total income of the family must be considered at or below 60% of the median income of Oregon.
The table below shows the median household income of the state, and shows the maximum income that you can claim for low income income. You can earn a $1.80 rebate per watt of installed solar if you qualify for a household with low income. The rebate does not exceed 60% of the system's net cost and does not exceed $5,000.

You can instead qualify for the non-income dependent residential rebate if you are not considered a family with a low income. You get a discount of $0.20 per solar watt installed, if you apply for a solar discount from your client.

Ashland Municipal Electric Utility customers, for example, can use the Solar Electric Removal Program of the utility. You are paid $0.50 per watt of solar installed by this rebate programme. You can receive $0.20 per watt solar installed from Oregon Solar & Storage Rebate Program plus $0.50 per watt of Ashland Municipal Electronics if you choose to receive the discount on Ashland Municipal Electric.
